The plot literally revolves around the characters killing off degenerates, and ends with the titular character genociding them by mercy killing the girls before they can turn degenerate. While trannies weren't part of the popular debate when Madoka came out, so Uro probably didn't know about them, he most likely wouldn't be happy if he saw the state of that part of the western fanbase. They are all witches who don't realize they're witches, and think being a witch is good.
