Even image boards (and web forums) are primarily text-based, both numerically and semantically. The first true primarily image-based sites, as in a native English speaker would understand it so, is the mid-2000s coinciding with the broad adoption of ADSL home internet: flickr and instagram, where the primary modality is posting images.
