It's contextual. I'd advise against regularly scraping threads from other boards/sites. That's literally what fakeboards with malware do to pretend they're active and attract unsuspecting users. If you want to import a thread, I'd say just put a big fat redtext disclaimer in the OP and only copy over infoposts and relevant files. Someone with, I think, a global or admin account can move threads between boards, but I don't know if they can be copied, or if that would even be allowed, but you could ask on /site/.
