First I'm hearing of this being common. Quick search just gives a few reddit threads claiming this and couple articles claiming anecdotes of the same.
It's absurd and slapstick based humor about kids playing around in their neighborhood without parental supervision, but there's not really anything that could be considered obviously offensive or harmful by certain people unless there's some unusually strict parents involved.
There were certainly cartoons airing on Cartoon Network at the same time that are more obvious for parents to ban. If anything Ed Edd n Eddy was one of the most kid friendly shows on Cartoon Network when it was still running.
>Grim Adventures of Billy and Mandy had one of the main characters being the grim reaper and the show having a lot of black comedy, gross out, and horror.
>Samurai Jack was a violent show with robot oil and parts being a various obvious stand in for blood and gore.
>Johnny Bravo was about a guy hitting on women and the creator explicitly stated the show focuses on Johnny's failures not his successes with the episode where he gets thrown into a volcano as virgin sacrifice only to be rejected implying he has definitely had sex.
>Time Squad had stuff like flesh eating robots and nudist Winston Churchill.
>Cow and Chicken had the Red Guy who was referred to as the actual Devil in the pilot trying to corrupt Chicken to hell.
>Powerpuff Girls was initially titled Whoopass Girls and had Him who is a Satan like demon from hell, if not actually the setting's version of Satan.
>Courage the Cowardly Dog's entire premise was based in supernatural and strange horror.
Ed Edd n Eddy was pretty tame by comparison. The most obvious things I can think of that some parents might find questionable would be the times nudity was played for comedy or that time Ed dressed as a girl frog. Maybe the Kankers basically being aggressive stalkers that normalfags would not tolerate if the sexes were reversed?
