You can tell Zootopia went through multiple revisions, the world building is unbelievably fucked. Had it not been for furries and women being easily pleased, it would have been forgotten as quickly as Elemental or Wish.
There's such a simple fix, too. Instead of prey and predator, the racism metaphor should have been done through a herbivore and carnivore split. Have the main plot be about the two sides making peace and how eating meat from a sapient species is seen as a ginormous taboo. On top of that, each species has its distinct quirks which may or not play into each side's respective stereotypes (carnivores are dumb, strong savages, herbivores are weak but clever pacifists). Judy and Nick are living subventions who embody what Zootopia is all about.
Also, Judy only becomes a cop because of DEI shit pushed by the lion mayor (she becoming a cop could be a movie on its own, really). She's not taken seriously by the big, tough cops (herbivores and carnivores alike) because tiny bun. Something something women in the workforce metaphor, something something unbroken persistence. They go after the lion mayor, thinking he's a carnivore who wants to return to the good old days. The big reveal is that the lion genuinely believes in a peaceful coexistence. It's the sheep that wants a race war.
The sheep is making a drug that'll make carnivores go feral because she also got bullied for being a herbivore but unlike Judy she never got over it. Throw in a Monsters's University lesson about Judy dealing with the fact that she'll always be a tiny bun and can't be as fast as a cheetah or as strong as an ox but that doesn't mean she doesn't have something to offer. Something something tiny bun fits through vents and is clever just like fox. She saves the town and the big, tough cops now respect her.
