It's when Scully left and Al Jean (and not Mike Reiss) took over that things got really shit. And Al Jean declared himself showrunner for life, so we're still in that position now, over 20 years later. If I'm recommending the show to any casuals, I tell them to just stop after Season 12. I warn them that maybe they'll want to stop before then, and if they do, then fine, but even if you like Season 12, don't bother with Season 13 or later. If you must, I think Jean didn't take over until after the first couple episodes of Season 13, so maybe check out that one single season, but definitely not 14.
