After careful analysis I have determined that the problem with the CIA is in the 'C', that it is centralized. When we look at the organization of the USA, we find that the so called 'military industrial complex' is the ruling entity. Comparing this with how the USSR and current Russian federation functions, their intelligence agency, commonly called KBG/FSB is the real totalitarian element of society, serving as the nervous system - and the brain - of society. Meanwhile the CIA is isolated and can be pressured into submission exactly because of its centralization. It is like a brain in a bottle, if the limbs (the army) does not like what the brain comes up with, they will just cut off the cords and not listen to it. The solution to this issue will be as by suggestion in this thread, the creation of a new agency, called DIA, Distributed Intelligence Agency, with the aim of functioning as individual cells spread out through society, but connected "under ground" in the manner of a mycelium, with the mushroom fruits being able to sprout anywhere, but remaining hidden unless needed. The insignia will for this reason be a mushroom. Remains undetected, appears suddenly everywhere, spreads its spores by the wind, and is again gone from all detection.
