I'm not a fan but it's tough to say whether it's bad for the game. It's another small disadvantage for new players, but it will probably generate some bonus revenue from whales that will obsessively level up every single 4 star. Whales outweigh incoming new players at this point so it's going to be a net gain from a short term perspective. HSR added a currency to buy reroll dice from players' C6+ copies a few months ago and I've seen examples of mega whales excessively rerolling for perfect stats. Hard to say whether any past dolphins get demotivated from future spending by these new whale oriented incentives, or whether it leads to the player base shrinking in the long term.
My personal dislike stems from the specifics of how it's presented.
Unless alternative methods of earning the masterless stellas get added, they're a unique all or nothing benefit for C6+, which in a practical sense for 99% of players will only ever be gained from rolling standard characters past C6 when losing coinflips or selecting them via annual handouts. Since this benefit is unique and adds character power, it supersedes the other new free constellation earning system and incentivizes players that care about gameplay to stack standard character constellations instead of picking the mediocre bonus cons for their old favorite characters. This wasn't in the beta so I believe it's still unknown how much power level 100 will actually provide. Since losing enough coinflips to C6 even one single standard character can take a very long time unless you luck into the same character repeatedly, some players could be multiple years away from ever seeing the stella even if they started back in 1.X.
The all or nothing nature makes it feel arbitrary, since coinflips lost to a C6 are now valuable and coinflips losses are otherwise still mostly useless. Getting Mizuki will feel like getting Qiqi'd now, with every coinflip lost to her actively taking away a coinflip that could've been a stella or some progress on the highest constellation standard character owned.
If the leveling system was instead implemented as a new unique reward every coinflip loss disconnected from constellations level, every coinflip would feel more meaningful and newer players wouldn't be disadvantaged, and the dilemma between picking limited character constellations vs stacking standard cons in the new selector wouldn't exist. Although this approach would also remove the long term loyalty incentive tied to the skewed rewards earning that older whales with all standard characters already at C6 benefit from, which would probably defeat the whole intent behind this system.
