Egeria was created to act as the "heart" of the Primordial Sea, after they killed the Hydro Dragon which had control over that, but even she didn't have full control over it, which is why she couldn't make them fully human (if I'm not mistaken), and once he gets his power back, he's able to fully control the Primordial Sea and its water. This is present in lore, but also his profile

a lot of characters lack important information, just like most people preparing for the flood had no clue that Focalors actually was doing something about it, most people don't know anything about what's going on with Celestia. Even the characters that know Phanes is sleeping/hurt, don't know what could cause it to awake/move and won't risk it, like Dottore at the end of Sumeru's chapter.
