She was always supposed to be an elite unit. You can argue dolls in general went through a huge upgrade narratively where they're described as almost inferior to humans in first chapters to being able to go T800 on meatbags but that's not a 416 thing, that's a general thing. Also I'll just point out she never gets a moment in 1 akin to AK15 going 1v1 against Gray with one arm and a knife. The "coolest" she gets to be is her mod3 story where she takes out a bunch of unaware humans in the dark which is as favorable engagement for a doll as it gets. Hell, this part is consistent even in 2. Sure, she took a bunch of mook droids sent after them but she couldn't do much beyond just stalling against Blyatballs herself.

It was less about her actual ability and more about 404 rep in general. Dolls typically ended up being either mentally or physically wiped after meeting them, 404 operated on Grey Knight logic before 45 decided to just stick around SKK and Ange openly for personal reasons.

But M16 IS a state of the art unit. M16 was repeatedly shown to be extremely competent and is one of the best dolls out there who managed to beat or at least survive multiple engagements with extremely dangerous opponents. Her only clear loss was against AK12 in that alternative timeline from Slowshock
if you want to treat it as an actual timeline and not just some spiteful fanfiction RPK cooked up after losing to her in FP. And I guess you can count 45 managing to stall until she died during Butterfly as an L too considering she was against little 45.

Her Mod3 is actually where Dier mentions he shoved literally every piece of software he had on hand into her mind and she still had capacity to spare. Unlike all other 404 members who are all held together by hopes and prayers, her frame is much closer to AR and DEFY members. She was the only "normal" doll in 1 that we knew of who was never meant to be anything but a combat unit.
It actually sort of breaks another lore piece about how IOP and G&K functions in the first place but that's another stone in Mica's garden, not against 416. They doubled down on it in 2 by saying Wa is the same.
