Modi , for better or worst, is a true believer in Democracy.
He will purge a state , once BJP wins the state election there. I am convinced of the effectiveness, given how well and systematically Modi has done it so far. Next to 0 media attention and complete secrecy. Not killing his enemies, but ruining them form the inside.
The democratic side, well, it keeps things balanced and stable in my opinion. While some states flourism, others benefit.
