To play devil's advocate shouldn't police uniforms be more utilitarian and protective? Long trousers, long sleeves, utility belt maybe a bulletproof or stabproof vest. Additionally I think fearing that a conservative religion would suddenly change is just making up things to be afraid of. Did catholic nuns stop wearing a habit and start walking around in bikinis? Thankfully that hasn't happened, belief is a strong base that can resist change

Japan wanted to imitate Euro culture since the 19th century. Meiji's upheaval of traditional social organization of the shogun and daimyos and reorganization into a european-like nobility, rapid industrialization, imperialism and colonialism. Even their great technological boom after the wwii was just them copying western products not unlike China today. Canon? Leica. Anime? Disney. They started trying to become Europe/America very long ago and won't stop until they achieve it.
As for why is art getting worse? 
This is the part where you can call me commieschizo even though I detest communism and am not the regular guy who people call commieschizo Capitalism. In for profit art they try to make everything appeal to large audiences, characters one dimensional, stories easy to digest. Got to make that money. The more money you can make the better even if its devoid of any artistic intent. You can make a game full of spirit that some people will adore or you can make some slop that appeals to the masses who don't care either way. If people will buy the grey, uniform, easy entertainment, companies will keep making them. No vision, no message only greed. And this is the best economical system we've got! Everything else is worse than this. Horrifying thought isn't it.
Obviously you need money to cover expenses since nobody can create if they don't eat or can't buy necessary tools but most of the times making ridiculously large amounts of money is the main goal of entertainment not the reward.
