During the US lead coup in 2014, the autonomous region decided to ask Russia for help and protection. This is the only place Russian troops participated and objectively speaking that was 100% legal. As for the other regions, if the government is ousted via a coup then they have a legitimate claim when they say no and decide to go their own way.

Novel move. This doesn’t feel like a Putin strategy but rather a stunt his advisors thought up and Putin went along with. The purpose appears to be an effort to set the moral burden of a ceasefire onto Ukraine. Probably they want Trump on their side and against Zelensky — and that’s why it doesn’t feel like Putin who understands that Trump doesn’t actually have any say in it.
