Well yeah. It's also just an anime trope; guns are useless in shonen fights; either the target is too fast (dodging bullets) or shielded (aura) or simply doesn't notice or care about damage that isn't outright fatal (Grimm). Speaking of the latter if anyone has seen the damage a Grizzly can take, it's not that surprising that it takes a hail of bullets to put down one Grimm; I recall one hunter telling me a bear he shot in the head with a .308 charged him from 50 meters and only dropped dead nearly reaching him after he shot it 2 more times. His first round had blown into the brain and the fucker was still moving. Now put that in a creature without organs to damage.

The problem is they're not heavily effective in RWBY. Heavier calibers (probably 12.7mm and bigger shotguns) seem to hit hard enough, but smaller weapons like the assault-rifles seem to lack hitting power against Grimm and aura.

Don't forget that armor in RWBY is reinforced with dust usually. Also a 25mm APFSDS-T penetrating over 100mm sounds off, I know for a fact that part of the reason they upgraded the A-10s is because the 30mm GAU-8 had trouble penetrating the top armor of Soviet tanks at ranges beyond 500~ meters, and the thickest roof armor on a a T-72B is 30-50mm, not accounting for angle. And inb4 that Bradley-Abrams incident at An Najif, the Abrams flat side got penetrated point blank in the rear compartments where it's armor is thin enough that a 14.5mm AP round could (and have) penetrated.

Thing is we see much more maneuverable and faster Paladin struggle to keep up with the speed of Team RWBY, and its missiles and gun-fire either didn't land or didn't do much damage, just destroyed surrounding property. And sure, Grimm don't have aura or THOSE levels of speed, but they're still fast as fuck, and any area that isn't open is going to have limited long-range engagement. An attack helicopter would be more useful at that point.
