It's just a pale imitation of the TOS/TAS at it's "best", and a
DIRECT AND LITERAL precursor to all the modern pozzed trash you see in today's media at it's worst. Even the writers hated the series as there was a stupid rule in place that none of the characters were ever allowed to have any conflict between each other, which often result in scripts that needed endless padding. Meanwhile DS9, which it aired concurrently with, and had many of the same characters and staff, had none of those rules in palce and resulted in the writers having so much content that they left whole chunks of it on the cutting room floor.
All the "buzz" you hear about Next Gen is almost entirely generated by the Next Gen films (Which actually are decent), pop culture series like Big Bazinga! Theory, people suffering from Stockholm syndrome "promising" that it gets better in the later seasons, and the fact that's it's been in constant syndication airing reruns even since the series first aired. No one, who isn't suffering from brain damage, unironically recommends anyone ever watch Next Gen.
