If you want to make something on Wplace, you can use this to help.

It's a tool that overlays the image onto Wplace, making it easy to create stuff. It also has a tool that allows you to shrink art and convert colours to those on Wplace, so if you have an image you want to add, you can use that to help. Another benefit is that it also shows you what colours are wrong, making it easy to fix mistakes or to fix griefing.
However, I would suggest using Piskel first, as it's a free web app used for pixel art.

If you want to make something original, then Piskel help you plan out what you're doing, and if you want to copy an image, you can use Piskel to shrink it and then go over the lost detail (shown in images of this post).
Also, here are some other tips.
Try to keep art under 200 by 200, as anything more will take a long time since you get 2 pixels a minute. Plus 200 by 200 tends to be good enough to keep most quality when redrawn.
Remove backgrounds to reduce work.
Go over lines after shrinking to bring back lost details.
If you're fully charged on wplace, use up a few pixels since you won't gain anymore until you've used some.
Use your droplets (currency of Wplace) for max charge up on Wplace and try to get to about 1000 pixels, unless you need a paid colour, then go for them first. 1000 pixels = 8.3 hours till fully charged.
The images are to help show how to use Piskel. I'm not going to add this to Wplace, so if someone else wants to, then they can, but the app will probably have issues with the colours, so I suggest making them simpler.
