Obviously Chimata represents people relinquishing the ownership of their Rights and Freedoms in the fear of corona (notice how both start with c and end with a) with tengu and kitsune representing government and jews accordingly (Youkai mountain is the closest thing Touhou has to an organized government and crow tengu stand at the top of it's hierarchy; meanwhile kuda-gitsune are supposedly loyal spirits that serve to bring their owner wealth, but in actuality are greedy and gluttonous and have no qualms about betraying their owner once they fail to meet their escalating demands).
Once you think about it like that, Megumu and Tsukasa's ambiguous relationship where it's not apparent whose idea it was to scam everyone in the first place and whether or not Megumu was manipulated by Tsukasa's ability to find weakness in people's hearts (which was also chosen not coincidentally).
Did the government really conspire with the jews? Or was it unwittingly manipulated like the rest of us? Or perhaps they knew it all along that they were being duped but couldn't resist the promise of power?
