Mainly because in SoPM she ends up pretty quickly admitting what she did was wrong and that she isn't really in a position to call herself much better than the other religious leaders of Gensokyo as a result. Despite most people seeing her as overly prideful, she's ended up displaying humility quite a few times since her rebirth, like bowing deeply to Kasen in front of all of her followers. Additionally, her saying that she gained the power of faith while asleep implies that she may have become more genuine during that time.
To put it simply, Toyosatomimi is great for similar reasons to why Youmu is: she has as much of a dark side as most characters in the Gensokyo setting do, but her earnestness makes her refreshing for said setting.
