Keep in mind the amount of production isn't the only factor. NTR being (near-)vanilla sex with some contextual clues and/or another guy witnessing the act, it's kinda cheap to produce, relatively speaking.

There are other factors, for example the closer someone is to enlightenment the more power their flesh will give a youkai (at least until you avctually reach it and become celestial). Demographic of humans that are most likely to enter Gensokyo are hobos with no close family or friends. Also, I don't think they reach the village often if ever, otherwise the villagers wouldn't be so clueless both about the outside world and their situation in general.
