Villagers can be eaten if they are caught out of the village, especially at night.

Some of them get eaten, while others end up at the Hakurei shrine and Reimu helps send them back out safely. Some outsiders choose to stay in the village instead, usually due to finding it a better lifestyle than the one they had in the outside world.
