It's not like she doesn't have quite some natural talent, but she would indeed be just a no-name village girl had she not been born into the line of magical shop owners, burglarized a shitton of spells from fellow magicians and other magical beings, received a one-of-a-kind mountain-melting magical microwave which she uses to preheat the strongest of her spells from her fellow junk shop owning boyfriend,
and most importantly had she not been noticed and mentored by the strongest magical being this world has yet to see.
Also, touhou magic seems to require less of a natural affinity and more of an autistic dedication over a lifetime of study (case in point Mokou, who
naturally learned pyrokinesis with limited effort despite starting out as a natural human just because she had all the time in the world to get the hang of it). That's also why I don't see magicians really giving a fuck about each other's powers, because they ultimately only care about their field of study.

Null point. Danmaku was specifically designed to give low level shmucks like night sparrows, nekomatas and Aki sisters a shot at standing their ground against the strongest inhabitants of Gensokyo in what is supposed to be a battle of skill as opposed to raw power.
