It's obviously different from going all-out (otherwise Hecatia would probably have raped Reimu et. al. into the ground and then a few dozen feet deeper), but I think there's at least a degree of corellation between danmaku power and actual power. In think more powerful youkai can hurl more magic per second, and their projectiles probably hurt more after you had already lost, but it's not like stronger danmaku would be harder to dodge. It's just that lower stage bosses are usually all simpletons that are way less subtle and technical about their patterns. Danmaku to obliterating each other with fireballs is probably what aikido is to fighting.
