There are various stories exploring this idea either specific to a culture or on a world scale. It's all a subset of the globalized fetish genre. Specific examples for ABDL I can name immediately are Lillikol by Sophie and Pudding, Nano's Enchantment by Takumi41, and the Diaper Dimension setting with various stories and authors. There's also Rocket Manatee's art having some vague setting where some people wear diapers and are a bit more immature into their teens and twenties. I do enjoy the idea of a world where diapers are acceptable or encouraged into the teens or young adulthood, though I'll admit personal preference for this being encouraged in girls more or it being associated with femininity so traps and effeminate men are also into it.

I agree, things being taboo is part of what drives interest in everything from weird fetishes to drugs. The idea of something forbidden or seen as wrong by most is part of the appeal. In some cases it's much more direct like with humiliation, exhibitionism, or just the thrill from the idea of potentially being caught doing something taboo.
On one hand if society in general was more open and tolerant about weird fetishes and sexual interests we might have people with mental and emotional problems concerning sex and intimacy, on the other the lack of tolerance and taboo nature is what makes it fun. I think this is likely related to Rule 43: "The more beautiful and pure a thing is, the more satisfying it is to corrupt it."
At the same time though, one of the major theories on how fetishes develop is that at some point the object of the fetish and some form of pleasure are introduced early on in development which eventually results in permanent connection with sex. There are a lot of people that have reported peculiar non-sexual interests that became fetishes when puberty hit, not just ABDL. There would still certainly be niche fetishes in a more sexually liberal world and we might actually see more of that sort of thing because of the things that could cause it being more present in society. The thing is a lot of what fetishes are is simple imprinting and conditioning early on. Some might be more susceptible to the effect (and there are certain mental disorders where sexual obsession of some form is more common), but it should seem obvious that no one is born with a sexual obsession involving specific inanimate objects as they would never have that kind of thing if never exposed to it though they might be attracted something else in the environment. Really a lot of this boils down to humans being more complicated than animals and as a result being able to have their sexual targeting go wrong more. Even in animals you occasionally see them engaging in stuff beyond simple homosexuality that is not conducive to actual reproduction such as trying to have sex with inanimate objects, non sexually mature individuals that can't reproduce, dead things, and non compatible species.

There's plenty of people in the ABDL community that experimented on themselves with this and reported it does seem that it is possible to reverse toilet training over a long enough period, but this might be partly related to how hypnosis stuff in real life only works on any level if the person thinks or wants it to work or is in a very suggestible state such as that induced by certain drugs. In the latter case of someone being drugged it just wears off when the drug does, but it's not a reliable thing in the first place.
