I believe that CIA survived the crash was aware that Bane had his base of operations somewhere in Uzbekistan and was searching for it when he encountered Bruce Wayne who had just escaped from the prison. CIA knew that Gotham needed help and after being filled in on the Batman's secret identity he was willing to help however he could. He wasn't the hero we deserved but he was the hero we needed. He is the CIA. Bravo Nolan.
