Then he shoots him in the face. Then in the Batman movie after that, Justice League, the post-credits scene has Lex Luthor meet with a one-eyed man he calls "Mr. Wilson." In the novelization of The Dark Knight Rises, we are told that CIA also goes by the name Bill Wilson (short for William Wilson, initials W.W., AKA UUUU). So basically CIA survived Bane, but then shot shot in the face and lost an eye, but went on to team up with Lex Luthor, in a costume that capeshit fans would recognize as Deathstroke, aka "Slade" Wilson. Obviously "Slade" is a nickname. His real name is Bill.
