I'm glad about it, they managed to de-couple Shuppos and Suou early on, so that you didn't end up the same as Valkarie. Issue with valkarie is that it feels like a club rather than an entire school, you have people from different departments all hanging out because there's only three characters in the entire school, so the school feels small
By de-coupling them the devs realize that Shuppos are in their own club, Suou is in her own club, they do their own things, they only come together when the higher ups call in Suou to keep the Shuppos in line.
Meanwhile Shuppos seem to interact with every club wildly, they even appear in the highlander mini episode. While Suou is an elite who's only called in to reign in other clubs. It fits what we're told in volume 1 Ch3 where they explain Highlander heirarchy where each section of the railroads is almost under different ownerships, and Highlander is more of a loose confederacy that only sometimes works together on shit.
We'll still see Suou in events but she can't be attached to them to the hip, or else that's all she'll ever be known for.
