If you want a good example for properly paying for crimes, look at Mika. She has privileges revoked, has to do community service, and had an arc where she legitimately risked her life to help Sensei. That is a good redemption to show that she was willing to work in repentance. Kai has not done anything of that sort yet. She just went to prison.... And that's it. I get that you dislike the status quo and that there are criminals that get away scot-free in Kivotos, but those are because Kivotos is really good at rebuilding items like buildings and structures, something not applicable in this scenario because Kai straight up attempted to commit murder.
