The AI basically finds the center of all your students, and then puts the buff on whoever is in the center. You can kinda influence it by placing your students in a specific fashion, but PVP is PVP and everyone runs all over the place so it's not really worth it.
For example, if T is tank and S is striker/backline, a team like STTS will likely cast the buff on the tank due to their proximity to the center. A team like SSTT or SSTS will have the center much farther back and one of the backlines is more likely to receive it.
Single target healers and summoned healers (like ONodoka) target the lowest HP student by %. A generic AOE buffer/healer will simply drop in the dead center of your team.
I messed around with Nodoka briefly in Outdoors2, it's very very finicky but you can make it work, is it good? Not really, but it's funny and something different.

8 seconds in (this includes the time where everyone is running in), the central covers all explode and everyone near them loses 80% evasion for the rest of the match(?) or just a long time.
Due to this, people are ditching their badgetanks and running bagtanks instead, but Kuroko exists and it's her best mood so anybody who isn't a yellow tank will fucking die (anybody who is also a yellow tank will fucking die).
SMash won't be that great simply due to the prevalence of yellow tanks next season anyway, you could however try regular Mashiro. But there's other options like Saten (yes, really), Minori, Hibiki, MYuzu, eventually Satsuki.
