IIRC anomaly uses a snapshot of the buffs you had when you applied it to calculate the damage, so you don't need to constantly have it up. Just applying the buff before you apply the anomaly should suffice.
For the higher uptime of Aria to make a difference, she'd have to convert her in-combat AP into another stat - like her BA does 10% of her AP as additional damage or something.
Most BA spammers, like Miyabi/Alice/Seed/Zhao, have an EBA with a long animation you can swap out of. That's the perfect time to swap and EX with another teammate to apply the buff. For Aria to be better, she can't have one of those and still needs to rely on BAs.
She could do consistent damage like Ellen/Zhu/S11,
but even they weave EXs from other agents into their stun rotations.
So she'd have to have ammo-style empowered, basic attacks that deal damage based on her AP and both of the other idols would need a reason not to EX during stun.
But ammo-based implies consistent damage out of stun and idols not EX'ing during stun implies they'll have it out of stun, so then Phaethon gets an edge for her OOS damage.
So she'll need significant burst and/or an in-stun buff like Zhu's/Corin's passives to incentivize in stun damage.
But if her damage is across a short window of time then an EX or 2 with Phaethon's should cover it?
It's hard to imagine, Dawei should simply drop 2.6 beta right now to clear my doubts.

Totalize anomaly would be so sexy, I like an anon's idea that she'd have a ramping DoT (like corruption does more damage each time you apply it) and you can pop the DoT with a totalize.
But a totalize would still easily fit in Phaethon's 8 second buff window.
