I don't understand how you can be so incompetent. You drag the player's feet around, focused on a plot point that you initially drag out just to stall the main story, so that SKK could not be at the Anni event. You continuously have the narrative cast try to befriend and ally with Levi to the point that, despite her fears and self-guilt, Levi wants to talk to you on Whaley; so you show the player's progress is being made, and SKK even says, "It won't be long before the alliance happens". Creating the illusion that your actions mattered there. Then, instead of rewarding the players for putting up with that and giving a satisfying conclusion where your time and effort weren't for nothing, and you mattered to the resolution, they just have skk hand it over to Siren.

Which makes all the previous chapters entirely pointless, and all the effort you put into making that alliance void. The best way to approach it was to have the people around Levi, Behemoth/Ziz, and Counters push Levi to the breaking point, where she admitted her feelings and fears, and for SKK to still take her hand, saying he believes she wouldn't betray them. This wouldn't resolve her fears and trauma, but this would actually have Levi take the first step without a dues ex machine, and make the 8 months you spend chasing her worth it. After that, Siren can appear.
