Mono-fire there's no reason NOT to go Inferno Metal. It's one of the strongest disc sets in the game. It's literally higher value than Branch & Blade.
If you mean "when it's just her who can trigger Burn" then the rough estimate is "If you can have IM uptime of 65% or higher, it's better than Woodpecker" again, in terms of raw value.
Coincidentally, against Fire-vulnerable bosses (like Pompey, for example), running solo S11 + Rocketboo gives you 70% IM uptime.
If you're running The Brimstone (or any other cope W-Engine that gives you in-combat ATK), then the relative value of IM goes up and the relative value of Woodpecker goes down.
Hormone Punk is generally not a great value, but if you aren't running The Brimstone, you can reasonably easily dump your burst (i.e. two Chain Attacks, one or two EX, and Ultimate) during its uptime, so it can actually be better than Woodpecker - especially if you run Nocturne.
IM is still strictly better on average, but you might find HP work better for Shiyu clear, or against some encounters, especially if they are off-element.

Astral is user-agnostic, so it doesn't matter who uses it, so it's down to "who's better at activating Swing".
Both Lighter's and Trigger's Chain Attacks are virtually unusable, so the only activator I have is the Ultimate.
Between the two, Trigger's provides a Quick Assist prompt, so you can seamlessly integrate it into the Burst rotation, while Lighter's essentially requires you to land it and trigger a Chain Attack prompt with it.
It can be argued, that running Swing on Lighter is a better idea, if you can consistently hit his Ultimate before the second CA from S11, so it's down to your preference, really.
If you want to run something like Trigger/Nicole, you would want Trigger to run Astral and Nicole to run Swing, because Nicole's Chain Attack is actually good.

No idea, but the answer is "most likely".
Inferno Metal already has very high uptime, so as long as the rotation allows for big Anomaly buildup sources (usually EX) to be added to it, hitting close to 100% is pretty easy.
Remember that burn lasts 10 seconds, and IM lingers for 8 more seconds after Burn is over, so you only need one Burn every 18 seconds to have virtually (aside from the very beginning, obviously) 100% uptime.

Also, on S11, #5 PEN with the same stats would be better (despite the DEF% shred from Trigger), but it's not that far apart, and my best #5 PEN% has worse sub-stats.

She's your second support, basically. You run her with another support to effectively multiply whatever buff they provide.
She'll even work with Rina, albeit that's a bit counterproductive - but it WILL work.

And so on.
If an agent has a good EX that lands a heavy hit (Lucy, for example), it's an additional synergy.
