When it performs on the level displayed in Yoji's videos (i.e. likely in the top-3 teams in the game), it has a very sensitive rotation that consists of aligning multiple things together, as most of the damage is done in bursts, so missing any of the components of those bursts result in a massive damage falloff, reducing the performance of the team from outstanding to mediocre.
You have to align:
>Freeze and Frost order
Generally Miyabi has ways of overcapping Frost rather easily, while Soukaku and Lycaon struggle to keep up with her, so you'll have to figure out a way to get their buildup in somehow
>Astral stacking
>Stun buildup
>Kaboom stacking (when applicable)
>Soukaku RES% Shred
>Lycaon's RES% Shred
>Lycaon's Stun DMG% Multiplier activation
>Energy buildup
All of these can be summed up as "non-Miyabi part of the rotation".
Astral requires landing Soukaku's FtF every <15 seconds with the final one being close the the burst timing. Managing to time the final one well also covers the RES% shred part by her.
Lycaon's RES% Shred application is usually trivial, but Stun DMG% multiplier requires you to know the exact timing when the stun is triggered, usually that means it has to align with everything else as you swap off Lycaon to Miyabi
Agents, especially Soukaku, who does the bulk of the setup in this rotation, don't have enough energy for all of that crap, so you need to find ways of rotating them in and generating energy through attacks without slowing the rotation down too much.
You would generally have to figure out how to get Defensive Assists in, and which ones to get when. You also need to be careful not to trigger anomalies in the wrong order, unless you want to also consider keeping the "other route" in mind as well.

Most of the time EX + Anomaly back-to-back, you need to be specific about it at the start of the rotation, but then it self-sustains
>Shimotsuki and Ultimate activations timings
You generally need to know exact moments when Freeze or Frost triggers, not only to save time but to avoid shattering things prematurely.
>Shattering in general
You need to know what attacks you can and cannot use to deal damage without shattering. You also need to know when you CAN shatter because you don't really have any resources left for the fully extended stun window anyway.
>Disorders
The entire rotation must be tight enough so you actually get Disorders on all Anomaly procs instead of just replacing one with the other, as there's a shitload of damage in them (directly and from Shimotsuki activations).
tl;dr is an extremely precise and convoluted rotation that is very hard to figure out and shape, because of how many moving parts are in it, AND it's a very technical rotation on top of that, as there's actually fairly little margin of error for you to make mistakes without having the entire rotation fall apart.
