I got home from work and spent a couple of minutes deciphering what Arcana does. I made a timeline because I find her kit a bit confusing. A couple of things to note:
>You are required to run a 5s B3 and said 5s B3 only gets buffed IF THEY ARE ELECTRIC CODE, right now, the only candidate is Isabel. If you don't burst with a 5s B3 in the same burst rotation as her, the wheel of fortune buff will expire, and she will not apply the buffs that depend on it (pink-purple gradient and pink-green gradient). You will only get the buffs she always applies at the end of burst (green).
>Assuming you don't run another CDR unit for simplicity, you get to enter full burst again 9 seconds after your previous burst has ended. This means your 2nd B3 gets 1 second of buffs that carry over, so it's recommended that you run someone that does damage asap, like Scarlet. If you run another CDR unit (you should), that window is a bit bigger.
>Your 2nd B3 should be another electric code, otherwise they will miss out on the 5s buff that gets applied at the end of Isabel's burst (pink-green gradient) and the wheel of fortune buff (pink).
>Due to her 40s CD on burst, you will need to run another B2. They don't need to synergize with Arcana or Isabel in any way, but only with your other B3.
>Since Arcana's CDR only activates when she ends burst while in wheel of fortune, and she only gets wheel of fortune when bursting, YOU NEED ANOTHER CDR UNIT otherwise after your 2nd burst ends you are sitting for 10 seconds waiting for your B1 to start again (Tove if Bunny Soda didn't exist)
>Arcana reduces the cooldown of Isabel's Skill 2 by 75%. It's the skill that hits every enemy on the screen every 15 seconds (reduced to 3.75 seconds).
As things are right now, the optimal team seems to be CDR B1, Arcana, Isabel, Trina, Scarlet, and this hinges entirely on the ability of Isabel to do enough damage with Arcana's buffs to justify running them, and that needs to be tested. Things might change if they release another 5s B3 electric code unit or if Isabel gets a treasure.
