No, unless you count Hugo getting 300/900 attack when running 1/2 stunners (respectively) as last minute. That was added 3 weeks ago IIRC.

Lighter is better specifically for ice/fire attackers, but Jufufu is more universal. For S11 it'll need testing, technically C.DMG% is more valuable than DMG% for her but Lighter also has resistance shred. It's probably close enough to be up to your preference.

Without his, Qingyi's, or Koleda's sig, Lighter cannot get his max buff. Lycaon's let's him hit 56.7%, every other A-rank lets him hit 54.2%. So you're missing out on 18.3 - 20.8 DMG%. If you have Koleda's I'd save, if not maybe roll. The 30% crit damage from sig is pretty good but not game-changing.
For Jufufu, you need 3400 ATK to max her 70% crit damage buff. Her sig makes this easier to hit but the buffs on it are whatever. Assuming you're running 2 ATK% (30% each) discs and one ATK 2 pc (10%), you need

<13 ATK% rolls

<15 ATK% rolls
>Pulchra and Anby's
<18 ATK% rolls

That's not counting any flat ATK you get, and you don't NEED the max buff. If you get 5 less ATK% rolls that's just 10% crit damage off the top. You should also consider the numbers can change, Astra's max buff was similarly hard to max out near the beginning of 1.5 beta and was made easier to achieve by the end.
TLDR; Lighter's is decent but not mandatory, Jufufu's is meh and probably not mandatory. If you must pick one go with Lighter's
