The point isn't that it's impossible to provide the """upgrade""" to HDD.
I have mentioned several times that there are avenues of handling it.
The problem is, they didn't handle it properly.
Let me go over it point by point:

The Bangboo sync is not the main feature of HDD.
It's highly likely that Carole Arna has developed both, which links them, but the whole point of that encounter with Evelyn was to have some buildup for how actually outstanding HDD is.
You are taking it as "they have something similar" when in fact, the whole point was literally the opposite of that - they have nothing even remotely similar to it.

This is correct. And as I mentioned, the mayor providing the upgrade isn't something completely implausible. It just poorly written and shits all over the buildup we had.
Essentially, there are two directions this can go:

Well, this would work, but this would just be terrible writing and a massive plot hole.
Think about it:
1) You have a state of art piece of technology that allows in-Hollow communication;
2) You have a good enough understanding of the technology to develop an upgrade for it;
3) You don't do shit with it;
4) You don't integrate it into HIA so less people fucking die;
5) You don't integrate it into NEDF so less people fucking die;
6) You are the Mayor of allegedly the last city on Earth(?).
Make it make sense.
It's not that it's impossible that the writers haven't decided to go with this - there's plenty of shit stories out there - but I really hope they haven't.

So, a more reasonable explanation is that Carole Arna, was already working on the upgrade before the Eridu incident has happened.
And the mayor, being her friend and all, was in the loop regarding that development, maybe even participating in it in one way or another.
So, after the incident has happened, he had access to the """upgrade""", be it hardware, software, neither, or both, and all he needed to do is maybe finish some minor touches and get it to the siblings.
That would make more sense, and it doesn't introduce any new plot holes, however even if that was always the plan - it was shoved up and out of order.
As the result, the Mayflowers buildup was wasted, as we just get to talk with The Guy™ out of nowhere.
The HDD buildup was wasted, because instead of foreshadowing the upgrade, building up to it, and then finally introducing it organically, it was literally shoved into the HDD by Lycaon as a matter of fact.
On top of that, it's a very gamey moment of the story, because it's very clear (which is very bad) that the entire reason for the """upgrade""" to be introduced was to shove Proxies into the hollows because the TV is gone.
And to make the matters worse, do you remember what was the first thing we did with this new "power"?
That's right, we got to input "7777" into a console while Lycaon and Ellen were sucking our dick about it.
tl;dr The problem with this entire sub-plot is that it's very functional and purposeful, caused solely and entirely by the TV removal, and handled very poorly.

I'm unironically completely fine with loose plot points actually.
And I'm not saying that just to say something.
I'm very willing to give the writers the benefit of the doubt and excuse most of the less-than-stellar writing by assuming existence of some completely baseless and purely theoretical details of the plot that are yet to be introduced. Or, failing that, which can at least be reasonably introduced without having the whole story fall apart, even if they never are.
There's a lot of stuff like that in ZZZ and I'm not critical about it.
It's just the specific mayor bit was handled so poorly, my routine of trying to thought up a fitting enough excuse for it keeps clashing with what we know about the game already.
Hence why I'm this triggered by it.
It's literally the consequence of me normally being very non-critical about the stories I care about. If I of all people start to notice something is off, it's gotta be horribly off.
