I run some quick calcs for
my Soldier 11, which is extremely built out (With two different #5 discs, one PEN% and one ATK%. I don't have a good DMG%), and with no limited W-Engines it would go as follows for me:
>1. Trigger + Lighter
>2. Lighter + Jufufu
POWER GAP
>3. Trigger + Jufufu
Caveats:
>I rounded down Soldier 11's Core Passive bonus to 28%
the idea is that 40% of her damage is done through her BAs - that's a very rough guesstimation
>I rounded Jufufu's DMG bonus to 20%
the same idea, but just roughly assuming that her 40/20 bonuses are roughly distributed as 60% for the Ultimate bonus and 40% for the Chain Attack bonus (the multipliers for the presumed burst consisting of two Chain Attacks and one Ultimate), adding up to 32%, and then I take 60% of it (40% is assumed to be BAs), so it lands at 19.2%, rounding it up to 20%.
It's roughly in that spot either way.
>Jufufu + Lighter runs Swing (or Proto) + Summit, everyone else is running Summit + Astral
That's where 94% and 85% baseline DMG come from - 70% DMG from S11's kit (28% from the Core Passive as mentioned above + 32[.5]% from Additional Ability [assuming stun] + 10% 2xInferno Metal) + either 24% from Astral or 15% from Swing/Proto.
If you can't be bothered to keep Astral stacked up, Lighter + Jufufu becomes stronger than trigger during the burst, but keep in mind that Trigger's Stun DMG% Multiplier is stronger against non-stunned enemies (so about 30~40% of damage you deal will be buffed a bit higher)
Keeping Astral on Lighter + Trigger is pretty easy, Trigger + Jufufu will be a bit challenging.
I'll attach both calcs - with and without the baseline stun multiplier (and S11's Additional Ability)
The tl;dr is that Lighter is the highest value pick by far.
Trigger and Jufufu are both side-grade-ish to each other, but Trigger is generally stronger and she enables Astral Voice while Jufufu doesn't not.
