They mention that Belle & Wise are now under PubSec surveillance though, and they even confiscated the money they acquired as Proxies. I highly doubt they could do that without telling somebody else within PubSec to carry out those orders.

I'm pretty sure the implication with that scene is that she has no idea Wise & Belle are Phaethon at that point, since it came out way before the 1.4 storyline and was not altered afterwards. Speaking of, I should probably record that before they fuckin EoS Withering Garden...

The problem is that at that point; PubSec can no longer be trusted at all. If their top position was able to be compromised by a fucking Exaltist for YEARS without them having any idea, then there is absolutely no reason to trust anybody in the higher ranks of the organization -- they could all be compromised for all anybody knows. Despite this, Zhu tells on them -- painting a giant target on their backs that says
"THESE ARE THE GUYS THAT BTFO'D BRINGER" to anybody that even catches a whiff.

She absolutely could have due to the reasons stated above, but she went ahead with it and took a risk on Belle & Wise's safety. Tell me; how could Zhu, in her low ranking beat cop position, possibly be 100% certain that PubSec wasn't rotten to the core at that point after fucking JOHN BRINGER himself turned out to be Satan?
You are right though, it does indeed go against her character to not report on us -- but that is the whole point;
her character is flawed. She sees shit in black and white, when its clearly grey all over.
Like I said though, I think that's fine. Flaws give characters depth and makes them more interesting.
