Personally, I think the whole ranking system seems flawed, or at least very different from what people are imagining. I doubt Dottore is stronger in a straight fight than Arle for example, but he makes up for it with crazy tech and prep time. It's like Batman vs. Superman.
Also, how could they possibly know? Do they have regular fights where they measure who's stronger? Couldn't someone just throw a match to obfuscate their true strength?
To me it seems more like a sort of seniority system, but with options open for merit- and loyalty-based placements. So Capitano is number 1 because he's super-strong but also well-known to Pierro and trusted, whereas Arlecchino is decidedly strong but still very new to the whole thing.
I know they outright stated that the top 3 can rival gods, but I'm really not sure if they meant in a fist-fight. Capitano sure, but fisticuffs seems like a really inefficient way to fight a god. Pretty sure Dottore has had better luck using alternate means in the grand scheme of things.
Also, what happens if someone ultra-strong joins and there's no room? Do they demote someone? Wouldn't that be like a spit in the face? Meh, I think fans are looking too much into these things. It's just a way to make the different antagonists (or anti-heroes) recognizable and more interesting.
