The Numou are "cow people" so to speak. But, in game, they are drawn as... not having strong female characteristics... So, I guess, it goes to the interpretation of the viewer if they are male of female. These style of characters are mostly done ambiguously on purpose.

The witch ends up “doing good” because it suits her needs by stopping other witches. And, yes, the other “good” witches also betray you and are only “good” to kill you. Yes, kill or paralyze until you are no longer a threat or useful. Very cruel and realistic writing.
