Depends on what your racial Arts capacity is. Most Sarkaz species only buff their own witchcraft, but custom species (and, ironically, the non-Sarkaz Caprinae species) apply a more general buff to Arts usage, so they would apply. The benefits Cannibalism Optional gives you are of the, "You'll be really skilled at this shit once you start," kind, plus the assurance of being physiologically capable of it. It isn't a raw power boost, but a skill one.

The Draco are an Elder race whose special Arts are basically a physiological reaction, and taking Cannibalism Optional wouldn't make your witchcraft as 'natural' to you as shitting out fire is to one of them. If you mean if you can get Arts that are similar, then Diablo Arts are available, though what unique discrepancies exist between the two fire Arts are4 unknown.

I don't think there's a blanket plot armor Perk, though plenty of Perks that could be construed as specific forms of it. There isn't a Drawback that's specifically modeled to give you an 'event', but plenty of them give you personal problems, some of them massive, that are pretty much event fodder.

We know very little about how Sami (or Higashi) rune stuff works. Sharpness should be fine, it's meant to be a boost to the mundane qualities most pertinent to primitive weaponry. Also, Sami runes can be used to set up defensive barriers, but its unknown if the runes are boosting or producing the barrier, or if you'd need the further snowpriest Perk for those runes specifically.

You might still explode if killed as an EB though. Considering what it's based on, I should probably clarify that it renders one immune to Oripathy too.

Not specifically, which is weird because that's an idea. There's a Columbia Perk based on Rosmontis that gives you implants that let you "naturally" use Arts because of the implanted organs. It should let you have Ifrit's deal. Truthfully, I'm flipflopping on the specifics of that Perk in various ways and what it's exact effect should be. No plans on being a Confessari experiment, but theoretically you could be such a thing with a custom Sarkaz race.

That sounds about right, but you might want Put Me Back In, I'm Not Doc to represent the Oripathy immunity they've managed to breed into themselves. And maybe the Ageless Perk if you want to go for Quesadilla's thing.

They're complete mutts, they're just that good. If you want to build for them, it's just raw stats, experience, and Perks for their specialties. Obviously Theresa would have Broken Sun, but MY FUARKING HERO could be modeled with Vernal Winds for his sword autism. If you take 11th King it wouldn't be for accuracy, but to use its stat boost to close whatever gaps you need to, since you may as well need it to GLIMPSE even a FRACTION of CHADesis' POWER.
Also, I cannot for the life of me think of a 100 CP and 200 CP Item for Victoria. It's gotten to the point where I've jokingly considered making the 200 the Duke of Windermere just chaining herself to your bed and demanding that you make her forget about her family. Beyond that, the only real options are shit like a hospital that kills all your men if you purposefully burn it down with them in it, or a factory that makes its workers more willing to suicide charge millennia-old immortal cannibal death wizards. They are such useless, worthless creatures, and they offer nothing of value.
