I'd make them indentured servants to the state ad have the work it off, there's no interest, so they just have to work off the amount they are deficient for, plus the expenses of whatever is being provided to them (that they cannot provide for themselves), and from then on, they can say in their positions and continue earning wages that are now a positive source of revenue for them, no matter who they are, I'm sure we can find some work for them, and if they absolutely cannot do anything at all, and there is no private charity to take care of them, at that point I am willing to make an allowance in the system for them to have their needs provided, so long as they agree to be sterilized, otherwise,, we send them into exile and let the other place take care of them.
