From pure numbers perspective it's hard to say rn, because the difficulty settings are fucked up. Adept (normal) has reasonable player to enemy dmg yet you take so little dmg from them even it bizarre. I only had to get any sort of protection by lvl25.
One of the biggest easily missed changes is making endurance and str +HP retroactive. So every character gets max amount of health regardless of starting value or when they upgraded it. I went full in int and endurance till 100 and even with apprentice 100% magic vulnerability barely got dmged ever after first 5 levels and now at later ones.
The melee attacks going from infinite swing to combos feels nice in most cases. The twohanders to are incredibly slow and clunky to use now, but you can reset animations with weapon wheel at least. Magic is magic still, it's either inefficient mana hog or you blast everything with custom dmg + vulnerability spells into smithereens and paralyze. Higher level monsters still have paralyze/absorb/reflect/silence/etc so you do get mugged from time to time post 20lvl. Kvatch battle at high level is still full of dremora every step, brutal fun. No way to save guards at this point lol
The baseline speed for player and npcs got increased dramatically, even without sprint. At 60 speed you walk super fast, feels like 90 speed in vanilla. It can be hard to navigate smaller houses lol. The dash dodge you get at acrobatics 25 feels very good tho, just the right amount of distance to reposition and adds variety to standard back and forth kiting.
I've heard good things about archery too, arrow speed got increased and it's just feels nicer to shoot, I haven't checked it myself yet.
All in all the difference become apparent the more you play, especially if you've experienced vanilla recently. Changes feels appropriate imo, its easier yet more fluid to play. Feels like a slightly alt version of good old oblivion to me. Don't think they can make it significantly better without redoing everything from scratch, changing physics, skills, spells everything.
