I think Dragons were created retroactively during the Middle Dawn, when the Marakhuti Selectice danced upon the white gold tower to excise Auriel from Akatosh, I think the split was not clean
Akatosh and Auriel were separated, but together they were not whole
Bits and slivers of the dragon god of time were lost in the first objective dragon break, and I believe these pieces were what became dragons, jills, and the dragonborn
The jills seek to repair the weave of time, not because they are female, but because they were the parts of Akatosh that cared about it
The dragons are the parts that wished to dominate and what made him the chief god of the divines, with Alduin being the largest lost chunk, and either as lesser aedra of time or because of the chaos of the Middle Dawn, could move backwards among the time stream to the merethic era
And the tiny flecks became the souls of dragonborn mortals
Akatosh is mad, because he has literally lost pieces of his mind and soul
