I think people really underestimate just how much of an effect Altare has on StarsEN. The collabs that he joined since coming back were some of the best we've had in ages because the classic vibe was there. If he comes back in full force, I do think Tempus, at least, wouldn't feel as scattered and directionless anymore. I don't know how he does it, but he is just able to wrangle them in a way that people like Axel and Shinri can't seem to. It was really easy to see in the first season of Rust when Shinri was struggling to steer the others around but basically immediately after Altare joined them they were actually able to head out and do some raids.
