Kinda sorta. There's definitely tons of Asian neighbourhoods, both rich and working class, and the neighboring city of Richmond is very Asian centric in the downtown area. But there's still quite a few whites, Indians, and every now and then you'll see a black person. That said she'll want to avoid downtown Vancouver's Chinatown area, while the area historically important it was kind of rough driving through there with my parents as a kid due to the drug crisis, and it's only getting worse and worse due to cheap meth and fent.
Paradoxically, near the Chinatown district there's an area called Gastown, and there's basically an invisible border since the buildings there are more recent and well maintained in comparison. And near Gastown she can hop on a bus at the Waterfront Station that'll take her to nice neighborhoods like Kitsilano, Granville Island, and of course Robson Street.
