Tony is obviously a Black and Gold NXT mark and likely still thinks the Horsewomen are still relevant/dominant - I imagine relentlessly pushing Mercedes is his way of trying to tempt over Becky/Bayley or he’s trying to claim he’s got the “best” of the 4. But also yeah he definitely wants to smash. I imagine a lot of AEW brass die an little inside when she does interviews and says she wants to go back to WWE one day.
