That part is actually believable because, honestly, anywhere from a third to a half of a nation's population doesn't give a shit about who's in charge. They're too busy focussing on their pathetic and simple life to care about politics. I mean, just look at second and third world nations, some of which used to be prosperous prior to the 90's, who refuse to get off their ass and revolt against the dictators running the nation into the ground.
