Which is a massive clunk.
Morale Burst is something you ideally want to do every ~30 seconds, unless the fight explicitly rewards speedrunning stuns over playing your DPS, which not always the case.
If you just dip below the meter threshold and you were trying to go for a high score or a time attack, you just bricked your run, as that's ~5 seconds you are never getting back.
And that's only an option for when you get a Perfect Dodge opportunity right then and there. Going to Morale Burst from raw a raw swap takes forever, it's not an option when you're going for an optimized run.

It can miss on perfectly stationary bosses sometimes. Even stunned ones. It rarely happens, but do a few thousands runs with him and you'll encounter this scenario a few times.

I had it happen like three times. His Ultimate never misses if you do a raw swap into Ultimate, but when boss is moving away from you, QA > Ultimate can miss.

Not really. Pompey, for example, just has a rotation pattern that could end with a backdash where he doesn't do shit after, or it might end with something else.
There is no tell for which one of his rotations he'll go with, and trying to play around that specific one is suboptimal for every other one, so the optimal approach is to miss Collapse and restart the whole run, which is clunk.
Also, the finisher moves Lighter, so that can also cause it to miss randomly, albeit that's also a rare occurrence.

You can salvage it in a casual run, but it takes too long when you're going for high scores.
The clunk here is the fact that the entirety of the stack is reset in the strength to the most recent buff application.
So, if you had 75% and landed
one Morale Punch at 200 Impact, and then just stopped, the entirety of the buff will instantly go down to 40%, because all 20 stacks went down from 3.75% to 2%

I don't really play Anton, but I do play Nicole. She's clunky, but she doesn't have enough going on to compare to Lighter.
Her clunk IMO is limited to:

>her EX has a pretty long windup, so it's easy to get hit out of it
Aside from that, she's pretty straightforward and feels like most of her kits fit well within the intended design.
There's a fundamental difficulty in trying to fit agents unsuited for quick swap gameplay with her, but that's a clash of designs, not inherent clunk.
To put things into perspective, I play and enjoy Trigger/Orphie/S11 quite a lot.
Sometimes I swap to Orphie/S11/Lighter because that's usually a mathematically stronger team, or because I'm trying to do something explicitly mono-Fire, etc., and I'm immediately faced with how high-maintenance Lighter is.
His most mentally taxing aspect is most certainly the stupid auto-QA restriction - he mostly plays fine if you pair him with Astra.
But the reference point there for me is simply the fact I actively hate managing Astra's buff more than I actively hate whatever Lighter has going on at the moment.
