I think I may have understand what's an "incorrect" civilization.
Even if Rover managed to save Solaris, or if the Lament never appear on the planet, even if they can go into space. They will face the same problem as Ishmael's civilization: the heat death of the universe, after which the civilization will be recycled. You see, Ishmael's civilization, the Four-Winged White Raven, was the most advanced, they unlocked everything the universe had to offer. But that's just that, they can only mastered the physics of their dimension, they cannot stop the heat death of the universe, the inevitable ending of all civilizations. They tried to time travel to the past, reversing causality, they discovered Substance-0, get ultra fucked, the contaminating memetic alters reality, infect the fabric of space-time, time travelers get fucked the moment they tried to escape. Only if you manage to master the memetic and pass the test, can you ascend into higher dimension. Which Ishmael somehow did.
That's why it's "incorrect", they reached the limits of their dimensions and can't advance beyond. The higher beings (the Rules maker) wants civilization to ascend for incomprehensible reasons. So they use their harvesting tools to recycle and filter civilizations. If a civilization failed their test then it will be recycled.
Different civilizations got different test and an Agent Zero to manage them. Once a civilization has been marked by the higher beings, the memetic will not stop until all is harvested. There's also Agent One and possibly more but it's new lore, we only knew it has its mission, probably just similar to Zero. Once a civilization is ripe, Agent Zero will start harvesting the entire civilization and bring them to the Gate so they can be recycled.
Solaris got the Lament, it altered the law of the universe. The Threnodians just doing their missions to harvest.
Earth got the Punishing, it would have alter reality too, but Dominik managed to seal Agent Zero and the memetic, leaving behind the shell (Punishing Virus), but it slowly evolving to scale with their civilization to test them.
Gary passed the trial of the Tower and obtained higher dimensional power, became a higher dimensional being. Rover may have done something similar back in the He civilization, and now he and his Oracle Engines is on Solaris to find a way to save them. That may explains Rover's power. Gary and Rover a both finding a way to solve this mess.
Ishmael:
Dominik and Nemo's timeline got wiped out by Chaos contamination, while the Four-Winged White Raven's civilization rotted from the inside out, consumed by the greed of Substance-0.
No one knows how to fix this mess. This question has no answer, yet countless answers all at once.
Just as you've carved a path I never saw coming, maybe humanity can cook up a totally different, truly viable solution.
