W13 are the start of end game, no need to hurry. And you need to learn a lot of mechanic in game.
1st, Dont use anyone that not MLB (Rumey,Shinano,Agir there), the diff btw not-mlb and mlb are far wide. MLB them.
2nd max their skill if you still dont.
3rd learn about Airspace Control.

No need to learn number, just slap CV/CVL until it say Air Supremacy
4th W13 is plane hell, you need
-for back line ; CV,CVL that have a lot of fighter. You can see how many fighter they have in wiki, or you can ask here (btw Rumey MLB have most fighter in game)
-for front line ; CL with giga AA (Sandy is one of the best)
5th for your fleet comp, you talk about Rumey and Sandy got kill at first escort? Is that mean you use Rumey and Sandy fleet for mob? Let swap a bit.
Mob fleet ; 1)Musashi 2) Uni 3) Rumey(MLB) 4) Balti (got her aug+10) 5) another 1 useful frontline with a lot of AA 6)free slot depend on how powerful another frontline you use.
Boss fleet ; 1) Lion 2) Shinano(MLB) 3) Some good CV/CVL (recommend Independence retrofit, she can buff all your CV/CVL, very helpful) 4) Agir(MLB) 5)Helena 6)Sandy
Do you see the pattern? One giga BB as flagship and 2 CV/CVL for backline, then 1 tank and 2 good AA for frontline.
Uni for mob fleet because she heal.
Musashi for mob because she protect Uni.
Everyone else can swap around for balance.
Tosa can use as BB flagship when you feel like you overkill.
Noshiro, Z23 didnt have good AA, can use only when you have another good AA to carry them (for sample can use with Sandy)
If you have Aquila and Volga, recommend for mainfleet for W13,14,15 are
Mob; Musashit,Aquila,Uni
Boss; 1gigaBB (Lion can sit here),Volga,Independence
