obviously if you pull the new shiny character and it does exactly the same damage as a character from 1 year ago, that's going to feel like shit
not just because they're equal, but because the 1 year old character had 1 year of echo and team optimization behind it, so unless the new character is stronger, enough to breach that gap, it will in practice always be weaker than the old one on launch and that'll get everyone pissed off.
Designing gacha characters without powercreep, for this reason, is pretty much suicide.

there's a big difference between +10% (which can be gained back by the old character with dupes) and something like KHUX creating a new medal meta on every patch for +200% damage over the previous one, or something like a global passive on your entire account
